What are ad valorem duties vs specific duties?

Ad valorem: a percentage of declared value (e.g. 12% of £100 = £12). Specific: a flat amount per unit (e.g. $80-$200 per item). The US introduced both options for postal shipments under Executive Order 14324 in 2025. Some products face compound duties combining both types.
